Indian consulates in the USA had been attacked by Khalistanis, one consulate was set on fire to burn down the entire building. Pannum threatened Hindus in Canada to leave Canada, Pannum threatened Indian diplomats, offered 'rewards' to informants who revel their home addresses. None of this was mentioned by the Senator nor the Director. Pannum is not merely 'opposing' the present government of India, he is opposing INDIA itself. So the Senators talk of 'transnational repression' is not apposite.
