Why do you use the velocity of the top plate relative to the bottom plate? Would we not use the velocity of the top plate alone, because the fluid is still, so the velocity of the top plate relative to the fluid would just be the top plates velocity, or is it assumed the fluid is moving with the bottom plate?

Good question. Yes, because of the no-slip condition, the first fluid particle touching the bottom plate will move 1m/s toward the left. Also, if it makes you more comfortable, you can think of this question as the bottom plate is stationary and the top plate is moving at 3 m/s (2-(-1)) to the right. The final answer will be the same.
