I'm an operations manager for a FXG contractor, backing into a driveway is an absolute LAST resort and only in rural areas where the residences are a considerable distance from the road. No way in hell I'd let a driver back into a driveway in an urban setting.

Yes, if necessary. Not something to make habitual as it can cause property damage. However, it is not acceptable to drive nose first into a driveway, for obvious safety reasons. Backing into a driveway is bad enough, backing into a roadway increases risk to you and others significantly.
