Unsure, most pre-packaged sirens like this replace all the sirens in the game. I've never messed with certain sirens for certain vehicles/vehicle groups.

It's a simple drag & drop - GTAV folder > x64 > audio > sfx

I believe so, yes. There are multiple LAPD sounding smart sirens so I am not entirely sure
