V-Tubers didn't start out streaming IIRC, they were just virtual youtubers in a literal sense before Niji normalized streaming. Mocapped 3D Model while being a KZbin personality is enough, and there's no rule stating shitposting makes you not a V-Tuber. I think on a technical level, TheRussianBadger can be counted as a V-Tuber.
