Felony fleeing with stolen firearm - Arkansas State Police PIT Maneuver on GMC Terrain

Trooper's Report: On August 2, 2024, at approximately 3:28 PM, I, Trooper James Booth, was observing eastbound traffic on I-30 near the 141 mile marker. I noticed a brown GMC Terrain with an Arkansas temporary plate making an improper lane change across three traffic lanes before taking exit 142. I initiated a traffic stop near Curtis Sykes and I-30, and radioed communications that the vehicle was still moving slowly on Curtis Sykes before turning north onto North Hills. Despite giving several warnings with my emergency lights and siren for the vehicle to pull over, there was no response. The vehicle continued on North Hills, and I informed communications that I was in pursuit. The vehicle then took the on-ramp from North Hills to Calvary Road and merged onto I-40 westbound near the 154 mile marker. I initiated the tactical vehicle intervention (TVI) with my patrol vehicle on the passenger side of the GMC Terrain and successfully performed the TVI. After passing the suspect vehicle, I began to slow down to intervene. However, before I could turn my patrol vehicle around, the suspect vehicle rammed into the rear of my car and then crashed into the median wall. I promptly got out of my vehicle and observed a black male wearing a white shirt and red shorts running towards the eastbound side of traffic on I-40. The suspect vehicle was occupied by 3 other individuals: 1 female adult identified as Capresha Anderson, and two female juveniles. The male suspect, later identified as Patrick Johns, was swiftly apprehended by other responding troopers. Medical Emergency Services (MEMS) was contacted to assess the condition of the juveniles, who were subsequently transported to Arkansas Children's Hospital. There was approx. 8 grams of marijuana located in the vehicle. Anderson was booked into jail for warrants out of North Little Rock and Pulaski County. Troopers went back to the area where Johns was apprehended and a 19X Glock with an extended magazine was located. The weapon returned stolen. Charges: -Felony fleeing -Fleeing on foot -Possess firearms by certain persons -Theft by receiving -Simultaneous possession of drugs and firearms -Endangering welfare of minor (x2 counts) -Aggravated assault on law enforcement -Improper lane change -Failure to yield -Violation of protection order
