Kryptonite and elite level magic have something to say about that. Regardless they make her look weak more often than not on purpose. Even though amazons are super strong Kara should still overpower them. Only Diana is equal to or can surpass Kryptonians in levels of strength. Its why its often very difficult for writers to integrate Supergirl , Superman into civilian stories.
