I had to remove my old seat cover as the handle bolts were spinning. Can I go over the bare foam cushion as now my original seat cover is destroyed when I had to pull it off.

It will help hold the cushion in place. I learned the hard way. My cushion was not glued to the plywood made for a fun time.
