I'd put a heatsink on the other side of that thermoelectric unit and leave it on the outside of the insulation. If you want you could buy some duct wrap insulation and wrap that in reflectix sealing the insulation off with hvac tape. Just some ideas I guess (haven't done this yet so wouldn't know how effective it is until I try it, lol)
