Roses are heavy feeders and grow well and right feed is given. Roses need the apt environment to produce basal shoots. Mostly Basal breaks are seen after yearly pruning. Deadhead roses regularly so that axillary buds can be produced. Follow a good feeding pattern for roses. This video would give some tips to feed roses.
Feed Organic Manure once in 2 months atleast for potted roses.
Provide fertilizers rich in NPK and micronutrients with amino acids.

Hey - I never bothered about them. was careful when I set seeds for germination. They feed on rotten stuff and doesnt damage or kill any plant. Perhaps you can spray and insecticide.
