Great question! I usually keep it around $5-$8 for JUST glitter. If I add gems then I start at $15. If I do body glitter or a combo of multiple options it can be $20-$25+

Is what you do for festival glitter the same as what’s done at a “glitter bar” people hire for weddings and stuff? I want to start a glitter bar but don’t know what exactly should be offered

Yes, it's very similar but you can design your offering to fit whatever is best for you and the client.
