Im not sure if we should call Innocence a primal, considering all Vauthry did was to mutate. He was born that way and he didn't spawn by some people's prayers.

He did undergo a dramatic change in desperation, which - extremely loosely interpreted - is what Ysayle did to summon Shiva. Although they don't really call anything a Primal in the First; I'm not even sure they understand the branch of magic required.
