I've done this before, even without "multiple choices" questions I could get to a similar ending. Maybe with them taking a picture together, but even better. I'd suggest to Cindy since they're both hikers and share similar interests that maybe they should hike together more often so that "Noct doesn't have to." And they could both appreciate Prompto's picture's (since she seems to have a passing interest). A mutual hobby turns in to talking and talking turns in to respect and that can lead to a relationship.
