Extremely pleased with this buff, if they could address his refund problems next he'd be an even better Space Ishtar (though take that with a grain of salt). Not that it matters much at the end of the day, if you're willing to use Oberon the playing field evens out for them both, Ruler Moriarty just gets to have an even higher damage ceiling from his Anti-Good damage.

Finally, moriartt has been so useless this past year. His terrible NP gain, Lack of huge steroid, tricky NP and 1st skill gimmick, and wet noodle NP damage... Its embarassing that he got outclassed by a freaking 4* welfare 😂. But this, now he can hit hard. I mean REALLY HARD because now it ramps up... His NP gain still sucks tho...

His ramp up is better cause it's NP dmg boost, but summer melusine is just better, better power mod, easier to loop

NP damage wise, he is better overall now. He also has anti-traits that are easier to abuse on Servants, Good takes bonus damage from his NP, Evil gets more Arts Resist Down, and anyone can become Evil through his NP, thus he can give that bonus Arts Resist Down on the next turn.

Summer Melusine is a better looper, Moriarty hits harder on the things he can loop, neither one is Summer Ibuki.

QSH didn't need a buff. He's still good at exactly what he was designed to do, solo/longplay CQs. Rulertoria is still unique and has plenty of steroids plus solid NP battery already, there's not much they can do with her aside from buff her NP, and it wouldn't help much.
