Guts skill and Buff Block on him can still save you since the Ignore Invul and Ignore Defense are effects granted to him prior to NP damage (provided the AI is not smart enough and does not activate the debuff cleanse on his 2nd skill before he uses his NP).

He is pretty good, but his base damage is very low in comparison to existing SSR Buster AoE Archers. The stacking np damage buff doesn't really do much for him in farming, he's a pretty mediocre farmer overall, but it is pretty decent vs Bosses. The buster being only 3 hits really kills it for him, his damage tanks after that buster buff is gone. I'd still say Napoleon is better since he's just more consistent and they do very similar things. Gil is obviously still the best because he's just good vs 90% of the servants, even if his kit is extremely simplistic and outdated. Tametomo is extremely cool though and I didn't expect a permanent servant to being crazy good anyways. Being an archer means he can't possibly be bad, he's just not going to perform to the same levels as the existing SSR Buster AoE Archers.

So, this unit has Arjuna's NP gauge per turn, Summer Jeanne's seaside-dependent buffs, Napoleon's invul pierce and Tesla's Guts-based survivability. Pretty stacked not gonna lie.

In terms of damage yes, but in terms of survival he only has the 1 guts which is likely not stackable like hercs, doesnt seem like he can reliably crit either. NP damage wise while he can stack multiple NP damage buffs by the look of it which isn't too bad but it doesnt look his damage output with his NP is that great and seems too reliant on his niche and buffs and his base damage from his cards dont seem that promising and that's not accounting for the fact orion broke the standard in that regard.
