The "Where's Herb" campaign was considered the biggest advertising flop of the '80s. Herb was advertised as the only person in America who had never eaten a Whopper. People who went into a Burger King and said "I'm not Herb" or, if their name was Herb, "I'm not the Herb you're looking for" would get a burger for 99 cents. They later cast an actor to play Herb in commercials, and had him tour Burger Kings across the country, with the first person to spot him winning $5000. The promotion failed because the big reveal of Herb was disappointment, as there wasn't anything interesting about him, and there was controversy offer the first people to spot him being underage, because people had to be at least 16 to collect the reward.

Nope. It's actually about a guy named Herb, if you found him at a Burger King you got a cash prize. You also got a discount if you mentioned that you were not Herb when ordering. (This information was taken from wikipedia).
