its not cost . if the effect doesn't resolve no need to discard

@@renesilva5712 Muckraker says "discard 1 card, and if you do, Special Summon that monster". "A, and if you do, B" means that even if you cannot perform B, you still do A. If Muckraker's effect is not negated, and the target cannot be summoned (it left the GY, Vanity's Emptiness was chained, etc.) you still discard.
