Wards in Houston were the first neighborhoods immediately outside of downtown. Theirs only 6 wards in Houston 1 through 6 ward are the community's that immediately surround downtown Houston.

That's why theirs so much emphasis on gentrifying the wards because the area is prime real estate because their so close to downtown. Especially for young single professionals that work downtown and don't want to commute from anywhere to 20 mins to an hour going each way to make it to work and home if you commute 2 hours a day you'll spend about a 1/3 of your life in a car
