It means the Flat Land Agriculture needs to be contained by Woods and Bushes that takeup excess of Fertilizer Runoffs.

I suggest , all farmers, businesses and people... Must have buffer zones! Why is this a subject of long studies and arguing? Almost any adult who lives in these areas knows of the problem. There must be a change in culture, how we think of ourselves... Stewards of the land or robber barons. It is tough to change course for many. What else is going to happen when so much wrong has been done? Stop polluting now - clean up cost more than stopping. YES for buffer zones! Please more.

Economic externalities is why food costs aren’t the “real” cost which the environment pays for through contaminants in the runoff.

Its easy dont subsidies there very intensive crops like cotton wheat and rice oh and corn yes there more i just dont know them all. Next up if you have runoff do to over use and to much water washing it into the river make em pay for the ecological damages. Next up if you have to add organic matter to soil because chemicals only are depleting the soil and turning it clay.
