The Vortex Beater is made with 18 vortex fragments. You get vortex fragments BEFORE the Moon Lord Just check the Terraria Wikipedia. Oh, and the vortex fragments are dropped from the Vortex Pillar in the Lunar Event which causes the Moon Lors fight.

Jonas Sandell Pretty sure he said somewhere that "I know it's not perfect (IE Not dropping the Portal Gun)" but like I said before, it's a 1/9 (11.11%) of dropping one of 9 weapons, including Celebration (with that chance of getting a modifier, negative or positive aka "Annoying" (When my bro and I defeated Moon Lord, It dropped the Rainbow Crystal Staff and Star Wrath and we were Mage and Ranger ;-; feelsbadman)
