On your theory of cars like this one being forgotten after short time, i can tell you that there is a competetive racing community in GTA Online that uses a lot of different cars, as long as they're interesting for racing. They don't always have to be equipped with weapons to be remembered and used, sometimes an interesting handling is enough.

Well, original Vector W2 prototype was made in the late 80's. Production Vector W8 became a thing in the late 80's-early 90's
