If ball didnt leave the circle on argentina's PC then how come argentina gets to retake it?

The ball doesn't need to leave the "D" you just cannot score, however if there is an infringement the PC is rewarded. In this case if the ball left the "D" it would've been a penalty stroke, since a goal couldn't have been scored, a goal was not prevented and a PC is awarded
