I understand top a point about signing in to a government building for one reason only. They already should know who is there in the building regarding the employees. By signing in you are letting them know that you are present in the building should an emergency occur while you are there and they need to locate you and or identify your body after the fact. Beyond that I see no other purpose behind signing in to any government building. My problem is that if you refuse to sign in they refuse to let you conduct any business within the building which that becomes the real issue here. I would also understand if you were carrying a large bag or backpack or other stuff that could contain objects used for nefarious means. They can't have you sneaking around the building planting bombs even though they do have cameras all over the place these days compared to the days prior to video cameras being a huge factor in observing things live as they occur. It is a damned if you do and damned if you don't situation but I can understand to a point why they want people to sign in. That doesn't mean you can't sign in using Bob Yerhead as your name. They cannot force you to produce an ID either of which that would be a violation of the 4th amendment.
