Philippine has to pass a law regarding mental health issues. If someone is aggressive, disruptive,violent , suicidal or harmful to others and to self etc. they should be admitted to the hospital without the relatives or family consent.Anybody could call the police to bring them to the hospital for proper evaluation and treatment.
