While perhaps not the best/ most memorable Disney animated movie villain, I'd say Sykes is almost certainly the most realistic. Unlike for instance an evil fairy queen who can put a princess under a sleeping spell or a tentacled sea witch, a heartless, merciless crime boss who views torture and murder as just standard parts of his everyday business operations and has no problem harming children to further his goals is someone that a LOT of real people (Especially in urban areas) can face a real threat from.

Yes he does live. In the bit directly after Sykes has been killed. Fagin's scooter comes back down from the side of the bridge reuniting the gang with Dodger and Oliver. Dodger hands the unconscious Oliver back to Jenny, thinking he's dead. Jenny, cuddles him then he miaows and wakes up.

Sykes threw Oliver and Dodger onto the bridge (I think) and the impact knocked him unconscious :( And cuz he's so little everyone thought that being thrown onto metal killed him, but it didn't :3
