It already is a homebrew game. Because poorer parts of the world (and especially poorer parts of China) were still using NES consoles well into the 2000s and buying cheap bootleg games, some Chinese company created an 8-bit version of the entirety of FF7. However it took a lot of liberties, including borrowing many assets from older FF games including sprites and music. Then someone started a project to 'fix' it, rebalancing the game, translating it into English, correcting all the sprites and mechanics of the game, and of course fixing all the music. If you google "8-bit FF7" I'm sure you'll find it no problem.
