To be able to do this, you must have acquired the Sluice Gate Key from the White Mousse hunt:

Steps:
1. In the Central Waterway Control, the player must activate the sluice gates No. 3 and No. 10.
2. The player must move to the No. 10 Channel into the No. 3 Cloaca Spur. At the south end, activate the No. 1 South Waterway Control switch.
3. The player must return to deactivate the No. 3 and 10 sluice gates, then activate the No. 4 and 11 sluice gates.
4. The player must move to the No. 11 Channel into the No. 4 Cloaca Spur. At the south end, activate the No. 1 North Waterway Control switch.
5. Finally, the player must return to the Central Waterway Control, and turn off the No. 11 switch, and turn on the No. 3 panel.
Now only sluice gates No. 3 and No. 4 should be on and the player can access the middle of No. 1 Cloaca where Cúchulainn is fought.

I can only imagine what it must have been like for people when the game first released (I originally picked it up around 2007 when the guides were out). Just thinking about approaching like getting certain items from the bazaar, navigating the Great Crystal, reaching Chaos, acquiring the Zodiac Spear, getting the gate 11 for the Lhusu Mines, unlocking the second phase of the Henne Mines, etc. without help gets my head scratching.
