GST on toilet commode (both western & Indian) is 28% because decently relieving oneself is considered a "luxury" in this "great" country. So either pay 28% or "defer" . The third option is to go & fertilize your kitchen garden.

Using toilet at home is bad for the environment as people tend to use the flush tank causing a drain on Government precious resources, besides environment pollution from purifying, pumping and storage of flush water. This being considered a sin by wicked people needs to be remedied by taxation. Same principles as tax on cigarettes and alcohol.

"Not packaged and labelled" hints at Government discouraging FSSAI Food Safety Tag, and encouraging open roadside food stalls besides open drains with dust and flies, so people fall sick and buy medicines. This will help fill in the revenue gap by taxing antibiotics and Diarrhoea medication.

Deferred means Government will wait and watch for wave of people commiting suicide due to heavy tax burden. Once these weak and wicked ones who would rather die than help Government balance the fiscal budget are gone, tax will be implemented with another 5% cess, + 10% surcharge.
