If we write it in X²=4AY then equating X=0, Y=0 we get x=-b/2a, y=-D/4a where the quadratic function is y=ax²+bx+c(D is the discriminant) with the conditions imposed. Basically converting the standard quadratic function in the form of a standard parabolic function and then as usual. But this is subject to quadratic function only as the basic function from where the standard parabolic function came out was a standard quadratic function.

f(-b/2a) that's a terrible way to find the vertex of the parabola, I'm sorry to say. Why don't you take the general polynomial standard form of a quadratic, and then complete the square to derive the vertex form? From there, you will see that the vertex is (4ac-b^2)/4a.
