Same. Only if you had a Blue Card or were a family member of an EU citizen would make it easier.

@@arvindranakoti9570 I understood the question the first time :) It is the same as if you were not here. Living in the EU does not give you any rights in CZE unless you have a Permanent Residency. The only easier thing is that you do not have to apply through the Czech Embassy in the country of your origin but for example in Poland as well.
