The reason nothing happened after you opened the hydro station is because it's a continuous (grinding) quest... you just have to keep going through each step until you've fixed everything that needs to be fixed for that quest before you can do anything with it.

It was not bugged 😂, but the 2L engine it just slow, you need to build another engine
