Who says they aren't? As far as I remember, it is never said that Corrin makes all the strategies - or at least not alone. My guess is that he is the leader, i.e. the symbol and the one that stands at the front, "the armys face" if you want, while Leo, Xander and all the other smart guys work together with him to make the battle strategies. At least, that's my interpretation.

Jesus...I swear Leo is literally one of the only characters who *_DOESN'T_* blush like crazy in his S-support with Corrin until the last few lines...granted I've never played Conquest (I suck at tactical RPGs so much that I couldn't even get past the tutorial without dying in Birthright when I decided to take the internet's advice and start out on classic mode...so I only play on casual) and I'm on my first play through of Revelations (I already know Conquests storyline so no problem there) so I haven't really gone through all of the Nohr supports...although I know that Beruka doesn't necessarily blush in Corrin's support since I watched hers on youtube...
