I would say it’s the other way around Bakugo is angry a lot, yes, but he’s also very smart, capable and rational when he needs to be. He considers all options most of the time before acting The Hulk (not including him+Banner) makes rash decisions with no care for damage or others safety, and it takes him a good few minutes to actually think about his actions
