This question applies to steam engines as a whole and not just this example. Do the individual pistons exert force on the “push” and the “pull?” Or is it the same idea as a petrol engine where only the “push” of the piston is what gives it rotational power? I’m unfamiliar with the inner workings of the pistons on steam locomotives. I’m learning about the history of the steam era and this question has been hovering in the back of my mind.

The cylinders are push and pull, steam is admitted on both sides of the piston. The valve chest above the cylinder controls admission to either side via a sliding valve and series of slots. At its simplest: kzbin.info/www/bejne/e4TJhHpohNGEj7M

In addition to the "double acting" pistons being pushed at each end, the two pistons on either side are 90 degrees out of phase with one another (linked through the solid axle on the wheels where they are connected). Therefore, one or the other piston reaches a top-dead-center position with steam being admitted four times per revolution, beginning a power stroke every 90 degrees of wheel rotation.
