Here from rogue nation, great job on the audit! The only things that needed to be fully clarified were that (1) the people in the lobby do not have a reasonable expectation of privacy while they are in the lobby (it is not illegal to film them), and (2) they are actually legally required to take your public records request (and forward it to the right place if needed) and are not allowed to just give you a different number or location to submit the request to. This is part of the law so that agencies can't just give you the infinite run-around by telling you to submit the request at another agency. You probably already know that though. I like your cordial and non-confrontational style. I actually think auditors might benefit from going a step further, you know how sometimes a member of the public will start to get agitated about the filming? Usually what happens is the auditors treat them rudely and they don't give them the courtesy of explaining what is currently a common misconception. Then the person gets mad, makes a scene or storms off, while learning nothing. But if you instead take the graceful approach, say hi and ask them nicely if they know what a first amendment audit is, it's a test conducted to make sure a government agency is following the law. Here is the law that we are auditing this agency on today (eg. HIPAA, FOIA, 1st amendment), this is what the law says and here is the reason why I think it's important that we check to make sure the government is following these laws.... yada yada yada. I think a lot of auditors think that it's important not to blow their cover because the right to refuse to give that information is one of the rights that we want to audit - but I think it misses out on the more valuable opportunity to educate people and literally recruit new people into the movement. Right now I feel that the opportunity to explain and grow the movement is more important than auditing the right to stay silent, or at least that style deserves more of a fair chance to see the results.
