1) No, but you can buy any locked skin from the shop now. Some gold-only and expensive skins are available to buy for silver and they are much cheaper now. There is also a compensation from the new devs like 2500 GC and 25000 SC. 2) No, Garena refused to send users data to the devs. You will have to create a new one.
