The reason why a lot of areas are abandoned in Giza, because almost all of these buildings in Giza around the pyramids were built years ago without permits on public land, and the law make it very difficult for the government to vacate the people. So once the government is able to vacate a building, they destroy it and leave it in a state where it's difficult for someone to build something there quickly.
