Sorry that you had encounter some of our countrymen who doesnt have the heart of taking good care of theor pets. People like them not worth to talk and deal with. About the dog, we have laws that protect them. You can report the owner to the Barangay Hall (look for the Captain).

Maybe its a stray dog. But dogs in siquijor are nice. Stray dogs in cebu and dumaguete are bad.
