To answer the question from @FP-CAPT53 John in the chat about whether European fire appliances carry water. Yes, we certainly do have fire trucks that do carry a limited quantity of water on board in fact the game even refers to that first appliance as a tanker fire truck so it would seem this model is one of them. Due to the limited tank capacities on combined appliances like this one utilizing mains water supplied via a hydrant is generally preferred. While I can't say for sure in Germany I have definitely seen fire stations with at least one dedicated water carrier in their vehicle hall also, though I've only ever witnessed this at fire stations covering rural areas. My guess would be that urban fire stations simply do not need those since urban areas do have a robust network of hydrants available as you can typically find several located within 100 meters or so of any location in urban areas, perhaps a little further in suburbs but still doable with multiple hoses connected together.

I think the reason for not just using the large hoses directly is that they lack nozzles, if you have ever tried to use a hose without one you will notice it just pours out and starts breaking up almost right away. You need a nozzle to direct it into a proper jet or spray if you actually want to hit the fire from a safe distance or if you want any control whatsoever over the flow rate. Pretty sure that with the diameter of that larger hose and the power of the pumps on that truck with no valved nozzle to regulate flow that it would not be easy to manhandle the flow of water either. Water packs a fair punch when flowing rapidly and the momentum would resist any attempt to redirect the flow by bending the hose it would much rather keep going straight. I suspect that heavy metal distributor is also doing double duty as an anchor to stop the hydraulic force of the water from simply forcing the hose straight by keeping the end of the large hose in place.
