yes, they can begin, but when all members are not there to vote in a speaker, then all comes to a grinding halt, Zondo can not start the first sitting with step 4, he MUST follow from step 1, and the 156 seat story is only valid after a speaker has been voted in, MK wont be there to vote a speaker in, so you can not skip step 1, there will be a procedure to follow should MK not attend the first sitting to swear in all the member, please note the constitution expressively says ALL members must be sworn in prior voting for a speaker, only then the 156 seat rule applies.. Zuma is waiting for the IEC court case at con courts, and Zondo can not escape it, if he does then it tells the people that state has been fully captured (its a catch 22 for Zondo and ignoring Zuma is a catch 22 as the people are watching very closely at the decisions made by all parts of state, then people will remove the electorate as people have more power than the electorate aka ANC

A member officially becomes a Member AFTER taking an OATH!!! That's why no one cannot just get into Parliament and start doing Parliamentary work without taking an OATH
