Sadly it's not gambling, there's a much smaller cool down on the domain and instead of the meter at the bottom building domain it builds jackpot, you need to deal damage in your domain to trigger it

Small correction: Doing capture quests is actually the fastest way to level up in the game investigations do give more exp but capture quests can be finished in 45 seconds and you can gain 2 levels (no 2x exp or dakoyaki) so doing capture quests is more efficient for leveling up fast Nice video though

You can actually get it for free. The only downside is that it locks into your slot and you cant unequip it. The gamepass lets you switch between hr and innate techniques.
