"This Charming Man" bounces around like a Motown bop with a jingle jangle guitar riding on top. Morrissey's lyrics are often inscrutable. They come across as autobiographical, but they could just as well describe a movie he really liked or some such. "Still Ill" is another jingle-jangly guitar track from their early years with attention grabbing lyrics. And for a deep cut from The Smiths with a really slick bass line, check out "This Night Has Opened My Eyes". But for peak effect, check out "Bigmouth Strikes Again" from 1986.

So I don't know exactly what this song is about, but the lyrics you missed are lines like "I would go out tonight, but I haven't got a stitch to wear. This man said, "it's gruesome that someone so handsome should care.'" There's also a line where he seems to be calling himself "a jumped-up pantry boy who never knew his place." So overall I think it's about him comparing himself to a guy who seems much cooler and better than himself (the charming man of the title) and feeling inadequate. I have no idea what the ring part is about.

Late response, but I'm quite sure the song is about a gay relationship between a younger less fortunate man and an older more higher class man whos already engaged with someone, the "return the ring" line being the younger boy telling the older man to call off his current relationship so they can focus on their own.
