No not possible. the law passed by congress and upheld by US Supreme Court clearly state that tik tok has to be sell to US company with 0% Chinese ownership or will be banned, Trump cannot change this with executive decision which can only extend the ban until another 90 days. Right now tik tok cannot be uploaded in Apps store ( googles,Apples ect..) cannot go live and cannot be updated. It is banned and slowing dying until a US buyer is found. Those who who hasn’t delete it can still see old upload. If you want to change to new law ie 50%/50% a new law has to be made and approve by the US congress( which is doubtful as the majority of US senators want ban tik due to security reasons)).Trump cannot change it by himself. The reason tik tok shut it off is because it obey the banning law and can only turn on again after US government reassurance otherwise under the ban it (and all other apps stores)can be sue and fined 5000$ per upload of tik tok to US citizen.
