In designing (selecting the site of) a port, two things need to be taken into consideration. 1. The trend lines of international shipping routes. India boasts of a long coast line, but that doesn't translate to all those (or a major part) calling at Indian ports. They don't want to deviate from their usual routes (route deviation is an involved and costly process) to call on an Indian port. Thus, it is prudent for us to select the site of a port, based on "their" convenience. Vizhinjam is the right selection as it falls astride a popular shipping lane (both from straits of "Mandeb" and "Hormuz"). In spite of it, Indian needs ports for domestic (country's) need (use). It isn't uncommon for another near a busy port, but that may not be recommended. Instead railway network can be altered. 2. Specific sites due to "deep draft" at that site if the port has access to the Ocean (Arabian Sea or Bay of Bengal are considered parts of Indian Ocean) unlike the secluded Gulfs of Cutch or Mannar, with shallow drafts. Arabian Sea shore has them, in comparison to the Bay of Bengal. In view of this, "Dwaraka" is an ideal site as link port for Cha`bahar (Iran). Nowadays crude oil & LNG tankers are used as off-shore storage facilities (at some cost) obviating the need for "storage" facilities on land. The fuel is drawn through pipes, from them and supplied to a refinery or for ready-use, till it gets emptied in the ship. Dwaraka is ideal for such purpose for import of these fuels via Cha`bahar.
