You can fish anywhere that doesn't say you can't. If it's a public beach, you have every right if there are no swimmers currently using the beach. I don't recommend setting up camp and using bait though. It's definitely not that kind of spot. Just in and out with artificial. I was there for about 15min and moved on to my another spot. There is also a sign that reads, "private beyond this point" up against the building which signifies no entry beyond that point but there's no reason to even get close to that sign if you can see what I see.
