It's actually a datapack and Toby (Tubbo) had it custom made for the server based on the work of the original developer who was in Sneeg's chat the first stream, you could probably find that version by searching for RuneScape plugins for Minecraft, or wait and if the version Toby had made gets released publicly at some point smile.
