It may have something to do with the actresses and where they were in their career. Often when characters don't make a reappearance during times that it would make sense for them to, it has more to do with the actors than the characters. Its not as simple as just ringing them up and getting them to come back to the show for the bit. They may be in other stuff, not acting anymore or may simply just not want to.
