Physical Planning Boards have no jurisdiction over land allocations. Provincial Land Boards do have jurisdiction over land allocations. Wrong appointments have resulted in wrong allocations.

As per the Doctrine of Prescription, no native is allowed to sell their land. And the State can not aquire customary lamd without the agreement with the owners. The Land Board or Department doesn't have standing (have the customary owners of any land been consulted before these entiries deliberate on land tenure systems that they dont have authority over). in dealings with customary land. The Land Act1981 describes these provisions clearly.
