It's absolutely right, you should be cautious, especially when it comes to long-term communication scams. Any website that requires payment for actions is a scam, and it's unfortunate that no one from Ukraine (who can't come to you without money) is trustworthy anymore. You may need to make a change, move to a larger city with genuine dating opportunities, get out there and hope to meet someone. It's time to give up online dating and not waste any more time.
