Sir, what if I am having lots of cross factor loadings from one construct to another construct? And elimination of the items would reduce the items from each of the construct?

I think you are talking about cross factor loading which means some items loading on other constructs. I mean other than own constructs. In this case, better to restart from Exploratory Factor Analysis and correct these issues there. Since these cross-loading are problematic and will create problem in further analysis. Thanks

No you cannot covary the items of different constructs. Only the items of same construct can be covaried.
